What the two columns leave out
The difference line runs under the formation and annual report rows only, because those are the two fees published as single figures. The franchise row joins no arithmetic: a levy that scales with revenue has no single figure to subtract, and inventing one is the thing this site refuses to do.
A figure nobody has read is never compared, never sorted and never counted as zero. It says so in its own cell, and the record sheets linked above carry the source behind every figure that is read.
